The goal of EU Regulation 2023/1542

The European Union has introduced Regulation 2023/1542 to create a sustainable life cycle for all batteries, from production to recycling. This regulation is a cornerstone of the Green Deal, aiming to recover valuable materials like Lithium, Cobalt, and Nickel. For solar installers, this translates into stricter reporting requirements for every battery placed on the market.

Who is the 'Producer' in Sweden?

According to the Swedish Battery Regulation (SFS 2023:1329), the responsibility for Extended Producer Responsibility (EPR) lies with the party that first makes the product available on the Swedish market.

Because ESTG operates as a Dutch wholesaler and exporter for the Swedish market, we do not technically "place" the product on the Swedish market ourselves—our customers do. This means that as the Swedish importer or installer, you are legally considered the "Producer."

Your obligations as a producer

Being classified as a Producer brings several administrative and financial responsibilities:

  1. Registration: You must register your company with the Naturvårdsverket (Swedish Environmental Protection Agency).

  2. Reporting: You are required to report the volumes and weights of batteries you import.

  3. Recycling Fees: You must pay the applicable environmental and recycling fees to a compliance scheme such as El-Kretsen or Recipo.
